Source: Agenda for Change Governance FrameworkSector strengthening is a means to an end and is the process of improving the capability of national and local systems, led by government, to deliver sustained services for all segments of the population in accordance with agreed standards. A strong national WASH sector is one where all of the requisite constituent systems are in place to plan, finance, deliver, monitor and regulate WASH services, ensuring appropriate accountability mechanisms in place and to guarantee services for all. A strong national system is also one that is able to continually reflect, learn and innovate in response to sector evolution and external shocks.
